Premium Account, fancy consumable camo, all the economic and special signal flags won't help unless you have good games. Also, it's best to be in a good clan with all of the economic buildings built. This is one reason why it's best to be on the winning team. Just because you are flying several costly flags doesn't mean that you will generate a lot of XP if you don't get your base XP up. Remember that enhanced XP is based on base XP. In everyday leveling up, I take advantage of Premium time and XP producing camo when I have it available along with the regular XP flags that are relatively cheap. Personally, I save the special flags to use when I really want to grind up a new line or level up a commander fast for a special event that I want to play in. Capping, especially solo capping, also gives you quite a bit of XP. Sinking and, especially, getting a Devastating Strike on a higher-tier ship will really generate the XP. Concentrate your fire on a higher-tier ship if the battle conditions permit.
